PAIL Institute Announces 2004-05 Lillich Prize Results

The Board of Trustees, Advisory Council, and Senior Fellows of the PAIL Institute are delighted to announce the results of the 2004-05, Richard B. Lillich Prize for the best PhD or SJD dissertation published on a subject related to the procedural aspects of international law.

This biennium's Lillich Prize is awarded to Dr. Ward Ferdinandusse, for his dissertation "Direct Application of International Criminal Law in National Courts," submitted to the University of Amsterdam. The award citation for Dr. Ferdinandusse's submission indicated that it was an outstanding contribution to the literature, an incredibly in-depth and well-researched dissertation, well-written and well-argued, creatively and imaginatively executed. The Procedural Aspects of International Law Institute announces The Professor Richard B. Lillich Prize for the best S.J.D. or Ph.D. Dissertation on a topic of procedural international law

In recognition of the unique contribution of Richard B. Lillich to international law throughout his career, the PAIL Institute announces a competition for its first biennial 'Lillich Prize'. The 2004-05 Prize amount of US$5,000 will be awarded for the best S.J.D. or Ph.D. dissertation submitted to any Faculty of Law in the world in calendar years 2004 and 2005. The dissertation may be on any subject of private or public international law, so long as it involves a procedural dimension in the practical development, observance, or enforcement of international law, rights, and duties. The PAIL Institute is pleased to announce the release of the fourth edition of the Guide to International Human Rights Practice, edited by Hurst Hannum. The PAIL Institute is pleased to announce the release of Human Rights Protection for Refugees, Asylum-Seekers, and Internally Displaced Persons: A Guide to International Mechanisms and Procedures, edited by Joan Fitzpatrick. The Guide offers a thorough explanation of the United Nations human rights treaty bodies, with a focus upon the four committees authorized to receive communications from individuals. Detailed information is provided concerning procedural requirements, while the treaties are analyzed for their relevance to the forcibly displaced. PAIL Advisory Council Member Wirth Represents EU at Climate Talks
PAIL Advisory Council member David Wirth, Professor of Law at Boston College Law School, served as a legal expert on the delegation of Belgium to the Sixth Session, Part Two, of the Conference of the Parties to the Framework Convention on Climate Change. Belgium, which currently holds the Presidency of the European Union, represented the entire 15-member bloc at the meeting designed to complete the implementing rules for the 1997 Kyoto Protocol to the 1992 Framework Convention. In that capacity, Wirth served as a principal negotiator of the critical compliance section of the Bonn Agreement, concluded in July 2001, which rescued the Kyoto Protocol from collapse after the United States announced its intention not to ratify.

PAIL Institute Advisory Council Member Mary Ellen O'Connell Promoted
PAIL Institute Advisory Council member Mary Ellen O'Connell has been promoted to full professor at the Mortiz College of Law at The Ohio State University and has begun a joint appointment with the Mershon Center for the Study of International Security and Public Policy.

The European Social Charter: Second Edition
The PAIL Institute is pleased to announce the release of The European Social Charter: Second Edition , by David Harris and John Darcy. This thoroughly revised edition of a standard work on the European Social Charter of 1961 describes and analyzes the amended Charter of 1996 and the Optional Protocol of 1995, with detailed attention to the jurisprudence of the independent Committee of Experts under those revised instruments. PAIL Institute Advisory Council Member Sean Murphy Publishes on Biotechnology
PAIL Institute Advisory Council member Sean Murphy has published an article entitled "Biotechnology and International Law" which appears at 42 Harv. J. Int'l L. 47 (2001). He also appeared twice during 2001 before the Eritrea - Ethiopia Claims Commission in The Hague on behalf of the government of Ethiopia.

PAIL Institute Trustee Burns H. Weston to Oversee Global Labor Initiatives
PAIL Institute Trustee Burns H. Weston, emeritus professor of law at The University of Iowa and Director of The University of Iowa Center for Human Rights (UICHR), will oversee a $150,000 grant from the U.S. Department of State for the Global Labor Sweatshop Research Initiative and a $900,000 appropriation from the Department of Labor for the creation of the Child Labor Research Initiative. The two initiatives will collect details about working conditions for child and adult laborers worldwide, provide reports on sweatshops and child labor violations for government leaders, and work to educate students and the public about human rights violations in the workplaces of U.S. and other companies conducting business abroad.
